Strategic Risk and Resilience Leadership at the National Liberal Club
On Wednesday, 29 April 2026, senior leaders from across the strategic risk, resilience and security community gathered at the iconic National Liberal Club in London for the ISRM and Toro Solutions Exclusive Breakfast Briefing.
Bringing together Chief Risk Officers, Chief Resilience Officers, security leaders and practitioners from across sectors, the event created a space for candid discussion, practical insight and meaningful collaboration around some of the most pressing resilience challenges facing organisations today.
Hosted in partnership with Toro Solutions and supported by The Defence and Security Circle, the briefing combined expert panel discussion with tailored roundtable conversations designed to encourage deeper engagement and real-world exchange between participants.
The discussions throughout the morning reinforced a central theme:
Resilience is readiness, not reassurance.
Among the many thought-provoking insights shared during the session, several key reflections stood out:
- “In tough times, be a good neighbour.”
Resilience is rarely built in isolation. Trust, collaboration and strong communities remain some of the most important protective factors during disruption and uncertainty. - Adaptability matters more than certainty.
The speakers highlighted the importance of moving quickly, adapting quickly and learning through action. In many organisations, the pursuit of perfection can slow progress. Resilience often depends on the ability to make decisions, recalibrate and respond dynamically under pressure. - Testing resilience must move beyond assumptions.
Exercises that feel comfortable can often reinforce existing beliefs rather than genuinely test capability. The more valuable question is:
What would actually happen today using only the information, capabilities and decision-making structures we currently have?
One particularly striking moment came when the room was asked:
“Who here believes our organisations, or society at large, are more resilient than we were 15 years ago?”
Not a single hand was raised.
The discussion that followed reinforced a critical leadership challenge for organisations today: identifying core decision-makers, ensuring they have access to the right information and building the mechanisms that allow informed decisions to be made quickly under pressure.
That is where resilience begins.
