Clare has been an expert in women, peace and security for over 20 years and has vast experience in gendered defence and security, women's empowerment, gendered early warning, sexual and gender-based violence, cyber-diplomacy and online communications. She is a writer, advocate, and passionate defender of women and girls’ rights in conflict and post conflict environments. Clare is the recipient of the Order of the Grand Golden Decoration of Honour for Services to the Republic of Austria.

She is the former NATO Special Representative for Women, Peace and Security, and has worked as a Senior Gender Adviser with the United Nations for over a decade prior to that. She was instrumental in setting the strategic development of Women, Peace and Security for the United Nations Department of Peacekeeping in New York and in many peacekeeping missions. Her experience in the field includes directing implementation of the UN’s Women, Peace and Security agenda in Kosovo and Lebanon.
